Bowman is referring to this incident where he pulled a fire alarm to try to get out of a vote.
He goes on to acknowledge that his position on the war in Israel where he's taken a hardline stand for Palestine and against Israel, may have lost him the Jewish vote in his Manhattan district.
He just ... says it straight up.
