Here are the details. Trump essentially threatens to step in if he sees unfair drug pricing, and later in the executive order, writes:
Americans should not be forced to subsidize low-cost prescription drugs and biologics in other developed countries, and face overcharges for the same products in the United States. Americans must therefore have access to the most-favored-nation price for these products.
...
To the extent consistent with law, the Secretary of Health and Human Services (Secretary) shall facilitate direct-to-consumer purchasing programs for pharmaceutical manufacturers that sell their products to American patients at the most-favored-nation price.
Here, again, Trump threatens to take action if the most-favored-nation price isn't met.
Essentially, we are going to get low prices for our prescription drugs and pharmaceuticals, or else.

Prescription Drug and Pharmaceutical prices will be REDUCED, almost immediately, by 30% to 80%.
Trump says prescription drug and pharmaceutical prices will rise across the globe as a result of this order, America "finally" being "treated fairly" when it comes to healthcare costs.
Again, no idea how this will work. I'm not awfully familiar with price controls in this country, so it's hard to say what the ins and outs of this will be.
All I really know is the Left is going to have a hard time with this one.
