So this just happened.
Republican Gov. Spencer Cox signed legislation late Thursday that bars cities and communities from deciding whether to add the mineral to their water systems.

Utah lawmakers who pushed for a ban said putting fluoride in water was too expensive. Cox, who grew up and raised his own children in a community without fluoridated water, compared it recently to being 'medicated' by the government.
The two different reactions seem to be these:
There is some science that high levels of fluoride can affect childhood development, but at levels much higher than are found in the public water supply. Still, a recent government report led a judge to order the Environmental Protection Agency to regulate fluoride levels for public safety.
Meanwhile, the people in the middle of the debate are just confused.
