U.S. Transportation Secretary Sean Duffy said Tuesday that the illegal alien from India who caused the deaths of three people in Florida would not have been operating a semi truck if three different U.S. states had done their due diligence.

Duffy added,

States MUST FOLLOW THE RULES. If they had, this driver would NEVER have been behind the wheel and three precious lives would still be with us.

California, Washington, and New Mexico are all Democrat-led states that routinely push for lax border and labor laws.

  • Washington state issued the driver, Harjinder Singh, a full-term CDL in July 2023 despite the fact that he is in the country illegally and has no authorization to work.

  • California also issued him a limited-term CDL in June 2024.

  • New Mexico police then failed to administer to him an English exam, even though the Trump administration is now requiring CDL drivers to pass such tests, when he received a speeding ticket on July 3, 2025.

The failures here are despicable. Non-enforcement and radical immigration policies have turned the trucking industry into a lawless frontier, resulting in unqualified foreign drivers improperly acquiring licenses to operate 40-ton vehicles.

POTUS and I moved quickly to require drivers to speak English - our national language - and launch a full-scale audit of how these licenses are doled out.

Singh attempted a U-turn on a Florida intrastate highway despite the visible "No U-Turn" sign at the emergency turnaround. A minivan crashed into the back of his trailer as he did, shearing the roof off and killing the occupants.

The entire incident was caught on film.

Singh was supposed to be deported from the U.S. in 2019, but has been allowed to stay while his immigration case remains pending (seemingly indefinitely) in court.

FMCSA investigators began its on-site compliance investigation on August 14, 2025 at the motor carrier's premises in California. During the initial phase of the compliance investigation, investigators reviewed driver qualification files, obtained in-cab and forward-facing video footage of the crash, and conducted interviews with key personnel including the crash-involved driver.

During FMCSA's interview with the driver, investigators administered an English Language Proficiency (ELP) assessment in accordance with FMCSA guidance. The driver failed the assessment, providing correct responses to just 2 of 12 verbal questions and only accurately identifying 1 of 4 highway traffic signs.

He can't understand English.
